The original offending legislation was HR 418 (REAL ID Act of 2005). But it couldn't pass the Senate on three attempts. So it was "log-rolled" into HR 1268 (Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief, 2005).
